A simpler way to plan NDIS supports is coming

The NDIA has taken an important step toward a simpler and fairer planning process. A new assessment tool called the Instrument for Classification and Assessment of Support Needs (I-CAN) v6 will help assess what supports a person needs and guide plan budgets in the future.

What’s changing?

  • Planning will shift to look first at your support needs, not just functional impairments.
  • Trained and accredited assessors will meet with participants aged 16 and over to complete the assessment.
  • The tool will sit alongside short questionnaires about personal and environmental circumstances.
  • People with more complex needs may have extra targeted assessments so their plan reflects what they really need.
  • The new planning framework will roll out in stages from mid-2026, with feedback from participants shaping each step.

What is I-CAN v6?

I-CAN v6 is an assessment framework with more than 20 years of refinement behind it. It is already used in Australian disability programs for older people. The University of Melbourne and the Centre for Disability Studies will partner with the NDIA to adapt the tool for the NDIS.

Why this matters?

  • A planning process that is clearer to navigate
  • Consistent ways to understand support needs
  • A focus on fairness and transparency so plans line up with day-to-day life

What stays the same for now?

Nothing changes today. You can keep using your current NDIS plan and supports as usual. More detail will be shared closer to the rollout by NDIS so you know exactly what to expect and how to prepare.

Who will this involve?

  • Participants 16+ will meet with trained assessors as part of planning
  • Family members, carers and nominees can be included in the conversation if you want them there

Timeline at a glance

  • Now: No change to current plans
  • Mid-2026 onward: Staged introduction of the new planning framework using I-CAN v6
  • Ongoing: The NDIA will collect feedback and continue improving the process
